There are special funds set aside to clean up contaminated sites or prevent contamination from happening. "brown·field n. A piece of industrial or commercial property that is abandoned or underused and often environmentally contaminated, especially one considered as a potential site for redevelopment. (Definition according to the American Heritage® Dictionary of the English Language, Fourth Edition, Houghton Mifflin Company, 2004.)"
